Jammu & Kashmir, March 13, 2025: In an effort to streamline the Annual Performance Appraisal Reports (APR) cycle for Gazetted Officers (excluding IAS, IPS, IFoS, and JKAS officers), the Government has directed that the process for the financial year 2024-25 be carried out through the Smart Performance Appraisal Report Recording Online Window (SPARROW).
The initiative, introduced via Circular No. 09-JK(GAD) of 2025 by the General Administration Department (GAD), mandates all designated Custodians across departments to ensure the collection and verification of requisite information of Gazetted Officers as per the prescribed format in Annexure-A.
Timely Completion of APR Cycle Emphasized
To ensure a smooth process, the authorities responsible for Initiation, Reviewing, and Acceptance of APRs must adhere to government rules and orders, including:
- Government Order No. 1311-GAD of 2001 (dated 09.11.2001)
- Government Order No. 375-GAD of 2008 (dated 26.03.2008)
- Government Order No. 150-JK(GAD) of 2019 (dated 06.12.2019)
- Government Order No. 09-JK(GAD) of 2021 (dated 05.01.2021)
Following these guidelines, Custodians will generate blank APRs for Gazetted Officers, who will then complete their self-appraisal before forwarding the reports to the concerned authorities for review and acceptance.
Strict Monitoring & Auto-Forwarding of APRs
The blank APRs for the financial year 2024-25, once generated, will be sent to the officers through the SPARROW portal. The reports will remain accessible for a fixed period before being auto-forwarded to the next level. Any officer failing to complete the process within the stipulated timeline will be considered in default.
To avoid discrepancies and ensure timely completion, Administrative Departments have been directed to closely monitor the APR process and strictly adhere to the defined timelines as per Annexure-B.
The government has urged all concerned officers to ensure compliance with the set procedures to maintain transparency and efficiency in the performance evaluation system for Gazetted Officers.
